I have the honour to transmit for Your Lordship's consideration copies of the Local Enclosure 1. Hansard containing the debate on Mr. Chater's motion for the appointment of a further Commission to enquire into the necessity of destroying houses in Taipingshan or a portion of them.

Your Lordship will have seen that the Ordinance is permissive and not compulsory and sufficient provision has, in my opinion, been made to meet all the requirements suggested by the Senior Unofficial Member.

I therefore felt it my duty to oppose the motion which was rejected.

It will be observed that the Harbour Master, owing, I imagine, to some misunderstanding when the question was put, did not vote in accordance with the last few lines of his speech.
